WHAT IS MOLLAK DUBAI?
Mollak Dubai is an online portal formed to monitor and govern the service charges’ accounts of jointly-owned properties. Besides, Mollak works on the following objectives for the owners of the real estate units in jointly-owned properties:

- Regulating house management companies
- Monitor service charges of real estate units

MOLLAK SERVICES
The basic goal of Mollak Dubai is to connect unit owners and management companies. This process assures the owners that their service fees are used for property maintenance. That said, the Mollak system offers a list of services as followed:

- Registration of management companies, their employees, and management contracts.
- Enrollment of real estate complexes, financial institutions, banks, and statutory financial auditors.
- Request for service charges approval and open a regulatory bank account for the real estate complex.

HOW TO REGISTER THE OWNER’S COMMITTEE
Unit owners in the co-owned property can register a committee through the Mollak system free of cost. Here is the procedure and list of required documents to register the owner’s committee.
REQUIRED DOCUMENTS
- Personal photo of the real estate unit owner.
- Approval on the declaration of compliance with ethical guidelines for the owner’s committee.
- Commercial licence copy (In case of the commercial unit)
- DEWA bill copy in the name of the unit owner
- In the event of a commercial licence owned by the same owner in the title deed, the following must be provided:
- Rental contract copy (Registered from Ejari)
- Copy of the commercial licence of the leased company
PROCEDURE
- Unit owners can register on the DLD website (Mollak system) or the Dubai REST application.

- Submit all the required documents and fill in the required details.
- The request will be reviewed by DLD.
- Notification will be sent on approval or rejection.

HOW TO REGISTER COMPANY FOR JOINTLY-OWNED PROPERTIES FACILITY MANAGEMENT

- Company’s name and logo image
- Photo of the company’s manager
- Certificate of experience and photos of Director of Owners Affairs, Finance manager, and Director of Facility management.
The registration process is similar to the owners’ committee registration. However, there are certain service terms that a company needs to comply with:
- Residency visa for expats.
- Good conduct and practice certificate from Dubai Police addressing the Real Estate Regulatory Authority.
- The management and their employees can’t participate in other licenced activities.
- No person can participate in management activity without approval and a licence from RERA.
MOLLAK SERVICE CHARGES PAYMENT
RERA Dubai collects the service charges from the unit owners for managing, maintaining, repairing, and operating the jointly-owned properties. That said, these service charges are collected annually from each unit owner in the joint bank account.
Here’s how you can pay Mollak service charges:
- Pay service charges in the regulatory bank account and send the paid invoice slip to the management company via email.
- Use the Noqodi wallet, credit card, or net banking to pay service charges for co-owned properties.
It is to be noted that the management companies not approved by RERA can not collect service charges payment.
MOLLAK COMPLAINTS AND ENQUIRIES
In case of service disconnection or any other complaints, the owners need to complain via Real Estate Violation System (RVS). Meanwhile, if you rent an apartment in Dubai that is a part of the co-owned property, the tenants may refer to the Rental Dispute Centre (RDC). In either case, one can obtain the decisions immediately.
