Dubai’s Roads and Transport Authority (RTA) has announced the second edition of the Road Safety Film Festival Competition, aimed at raising awareness of the causes and risks of traffic accidents. The competition invites participants to create short films that highlight road safety challenges and promote safer driving habits across the emirate.

With a total prize pool of AED 300,000, including AED 240,000 in cash prizes and recognition awards for outstanding entries, the festival encourages participants to use creativity and innovative storytelling to raise road safety awareness.
The second edition builds on the success of the inaugural festival, launched by RTA in 2025, which attracted more than 100 creative entries.
Road Safety Film Festival: Categories for Participants
Youth and University Students (Ages 16–35)
Participants can compete in two subcategories: Best Road Safety Awareness Film on Safe Driving and Best Innovative Road Safety Awareness Film Using Modern Technologies. Entries can address unsafe behaviours such as speeding, mobile phone use while driving and sudden swerving or use technologies such as AI, 3D animation and advanced visual effects.
Winners in this category will receive AED 30,000 for first place, AED 20,000 for second place and AED 10,000 for third place.
Government and Private Sector Organisations
Government, semi-government, non-profit and private sector organisations can submit innovative films promoting safe driving in workplaces and communities. Outstanding entries from both sectors will receive an RTA Recognition Trophy.
Community Category (Open to All)
The community category includes films focusing on family road safety and the impact of road accidents on victims and society. Topics may cover seat belt use, child restraint systems, pedestrian safety and the human consequences of unsafe driving.
Winners in this category will also receive AED 30,000 for first place, AED 20,000 for second place and AED 10,000 for third place.
Eligibility to Participate in the RTA Road Safety Film Competition
Participants must meet the competition’s eligibility requirements before submitting their films. The key criteria include:
Category 1: Youth and University Students
- Individual participants must be aged 16–35 and belong to the Youth and University Students category or be enrolled at a university or college in the UAE. Postgraduate students are also eligible.
- Participants can submit multiple films across different categories.
- Films must be 1–3 minutes long, original and clearly communicate road safety objectives.
- Entries should help raise traffic safety awareness and promote safer road user behaviour.
- Films can be submitted individually or by teams of up to three members. Each team must designate a team leader.
- Participants are responsible for obtaining any required filming permits.
- If a team wins, the team leader will receive the prize on behalf of the team.
- AI-generated films are permitted only under the Best Innovative Road Safety Awareness Film Using Modern Technologies subcategory.
Category 2: Government and Private Sector Eligibility
- Government, semi-government and non-profit organisations operating in the UAE can participate in the Government Sector category.
- The Private Sector category is open to companies and organisations such as media production firms, transportation and logistics providers, contractors, service providers and fleet management companies.
- Films must promote road safety and encourage safe road user behaviour.
- Previously produced films promoting safe driving in the community or workplace may also be eligible.
- Content must comply with UAE laws, regulations and community values.
- Films must be 1–3 minutes long.
- The participating organisation must produce the film or collaborate with another organisation, with each party’s contribution clearly identified.
- All images, videos, music, sound effects and other materials must be legally licensed, owned by the organisation or approved by the copyright holder.
- Films may be produced using professional cameras or high-quality smartphones, provided they maintain good image and audio quality.
Category 3: Community Category
- Films must be 1–3 minutes long and may be produced using professional cameras or high-quality smartphones, provided they maintain good image and audio quality.
- For Best Family Road Safety Awareness Film, entries should address topics such as seat belt use, child safety seats, safe road crossing for children and student safety around school zones.
- For Road Accident Victims from the Community, films should highlight road safety issues or dangerous behaviours and their human, psychological and social impact.
- Entries in the Road Accident Victims category should be based on true or reality-inspired stories, while respecting privacy and avoiding harm.
- All music, images, sound effects and other materials must be owned by the participant or legally licensed.
- Films must meet the technical specifications set by the organisers and comply with UAE laws and community values.
Road Safety Film Festival Dubai Competition Rules
Participants must follow the competition rules and submission requirements outlined below:
- Entries must comply with the competition’s objectives, category requirements and eligibility criteria.
- Submit films through the official RTA competition website.
- Participants must complete all required fields in the submission form and attach the relevant film as instructed.
- Films must also be uploaded to YouTube or Vimeo, and the publicly accessible viewing link must be provided in the application form.
- The organising committee reserves the right to reject entries that do not meet the competition requirements.
- RTA reserves the right to republish submitted films and use them for road safety awareness purposes.
- Participants are solely responsible for ensuring they own or have the necessary rights to all submitted content. RTA assumes no responsibility for intellectual property ownership.
- Films submitted in the first edition of the Road Safety Film Festival are not eligible for the competition.
- Winners across all categories will be announced during the Road Safety Film Festival.
