The Abu Dhabi government has introduced multiple initiatives to regulate the property rental market, ensuring a balanced and transparent environment for both landlords and tenants. One such initiative is the rent cap, setting a limit on the annual rent increase of properties. The rent cap regulates annual rental increases through a defined framework, helping maintain stability and balance within Abu Dhabi’s rental market.
Abu Dhabi Rent Caps Explained
The rent cap system in Abu Dhabi was introduced under Law No. (20) of 2006 (Landlord and Tenant Law), which established the maximum limit for annual rent increase. Over the years, the law has been amended to revise the permitted rental increase limit. The changes in the Abu Dhabi rent cap over the years are as follows:
7% Rent Cap
Under the initial rent cap framework introduced through the Landlord and Tenant Law, the maximum limit was set to 7%. The limit applies to residential, commercial and industrial leases, providing a structured approach for rent increase.
5% Rent Cap
The 7% rent cap was abolished on 9 November 2013. It was later reintroduced on 13 December 2016 when Article 16 of the Landlord and Tenant Law was amended through Resolution No. (14) of 2016, setting the maximum annual rent increase at 5%.
Under the revised framework, landlords and tenants can agree on the amount of rent increases for the lease term. However, if the landlord applies an increase upon renewal of the lease, the maximum limit is applicable. In case the rent increase exceeds the maximum limit, the tenants can approach the Abu Dhabi Rental Committee to resolve the issue.
Temporary Rent Freeze in Abu Dhabi
In 2026, the government of Abu Dhabi temporarily updated the annual rent increase limit, reducing it from 5% to 0% for residential, commercial and industrial properties across the emirate. Under the updated framework, the 2026 rent freeze applies to tenancy contract registrations and renewals, with rental value based on the latest registered Tawtheeq contract. The implementation of the measure and compliance is overseen by Abu Dhabi Real Estate Centre (ADREC).
